Doaba Foundation is a humanitarian organization working in disaster prone areas envisions the “Disaster Prone Communities Becoming Self-Reliant in Pursuit of Their Common Interests”. Doaba mission is to improve the quality of life among rural people and, true to its name, concentrates on communities prone to flood disasters. It believes in achieving the goal through optimal utilization of available resources i.e. physical-biological, moral and human. It seeks to build capacity of such communities incorporating even the relief activities into program of preparedness interventions, facilitating emergence of self-reliant communities.
The Project titled “Community based disaster risk management” is being implemented by Doaba Foundation with the financial support of welthungerhilfe. Vulnerable villages have been identified and selected under CBDRM project. There is need to assess risk, vulnerabilities, capacities of the community and villages by using different tools like seasonal calendar, social mapping, hazard mapping, risk mapping, risk assessment formula etc.      
Purpose and Scope of Work:  
Doaba Foundation is interested to conduct Vulnerability Capacity Assessment (VCA) of 20 selected villages. CBDRM bases on concept of disaster risk management which is community based. Before planning implementation of activities it is very important to have knowledge about risk, vulnerabilities and capacities of the selected villages.
VCA report will provide detailed information about villages. This information will helpful for both project team and community. 
Key Components of manual and report would be as under but not limited to;  
·        Basic concepts of DRR & CBDRM
·        Primary data collection from community about living condition and disasters
·        Secondary data collection from district, provincial, national assessment and Doaba foundation reports
·        Disaster historical profile of villages
·        Seasonal calendar (activities of whole year, more focus on DRR) of villages
·        Mapping (Social, hazard, risk)
·        Use of transparencies for mapping
·        By using GIS technology mapping of villages and UC(only selected villages in UC)
·        Risk assessment with the help of formula
·        Consolidated report that must include recommendations to reduce vulnerabilities and enhance capacities of every village
Who can submit Proposals?
·        Consultant / Firm having expertise in conducting VCA and report VCA

Content of the Proposal:
The Consultant / Firm are required to submit a detailed Technical and Financial proposal to Doaba foundation for Vulnerability Capacity Assessment of flood disaster prone areas of district Muzffar garh.
Technical Proposal:
The technical proposal must contain:
1-     Contact person and/or organization name, number, and address
2-     Profile
3-     Proposed Methodology as per TORs
4-     Training agenda and schedule/duration
Financial Proposal:
The Financial proposal must contain i) Detailed Budget and ii) Validity period of the quoted price.  
Submission Procedure:
The technical and financial proposals (could be sent in both- soft via email and hard via post/courier should be sent in sealed envelope.)

The last date for submission of proposal is 15 September 2012.
Proposals received after the submission deadline will not be entertained under any circumstances.
